This is not a class. This just one single function. What the hack is $config?.
What the hack is configs::Singleton? Where is the documentation? Who will ever use this so called 'class'?

Sorry dude, the example of usage is on the other class that is waiting for approval.

I thought they would get online all together.

The functionality is to return your connection:

$conn = DConnect::Connect().

Please read the Config class and you will how it works to retrieve the information and make it available for DConnect.
